This page summarizes the human rights policies of local jurisdictions. It is sad but true that none of these jurisdictions explicitly protect the rights of transsexuals.
Washington, DC does not have language in their code which explicitly supports the rights of transsexuals. The D.C. Human Rights Act does prohibit discrimination based on sexual orientation or personal appearance; this has been interpreted by the courts as covering transgendered persons.

Section 1-2502 (22) the Act defines personal appearance as "the outward
appearance of any person, irrespective of sex, with regard to bodily condition
or characteristics, manner or style of dress, and manner or style of personal
grooming, including, but not limited to, hairstyle and beards."
